4.6.18. Unloading and refiring: It is prohibited to unload or clean out a blasthole or a misfire.
If the starting operation or refiring is impracticable, the explosives must be pulled out in accordance with a procedure prepared in writing by an engineer, taking into account the types of explosives and the manufacturer’s instructions in that regard, as well as environmental conditions.
The procedure must be available on the work site.

4.6.18. Unloading and refiring: It is prohibited to unload or clean out a blasthole or a misfire. If necessary, blastholes and misfires must be untamped and refired as prescribed in section 4.6.9.1.
If the starting operation or refiring is impracticable because it is dangerous, the explosives may be pulled out with caution by washing them with water or blowing them with air if they are loaded in holes under water. The packed blasting gelatine may also be pulled out by hooking it with a non-ferrous instrument.
